Гы! А чего там настраивать?
У тебя видимо библиотек dll и ocx не хватает в папке с виндузой ('WINDOWS\system32'), вот редактор персов и не работает...

Нужны: COMDLG32.OCX, MSCOMCT2.OCX, MSSTDFMT.DLL, RICHED32.DLL, RICHTX32.OCX. Как правило, они наличествуют в архиве с программой - нужно только распаковать их куда следует.
